What is an ILP?

The Inner Line Permit (ILP) is an official travel document issued by the Government of Arunachal Pradesh. It allows domestic tourists to enter and travel within specified tourist circuits of the state for a limited period.

  • For Indian Citizens: You need a domestic ILP.
  • For Foreign Nationals: You do not need an ILP. Instead, you require a Protected Area Permit (PAP) or Restricted Area Permit (RAP), which has a different application process through registered tour operators or government offices.

Documents Required for ILP Online Application

Before you sit down to fill out the form, scan or take clear photos of the following documents. Keep them in JPG, JPEG, or PNG format (usually under 200KB per file):

  1. Passport Size Photograph: Clear front-facing photo with a light background.
  2. Identity & Address Proof (Any One):
    • Aadhaar Card
    • PAN Card
    • Voter ID Card
    • Driving License
    • Passport
  3. Local Address / Hotel Details: You will need to enter the name, address, and contact number of a local reference person or the hotel/homestay you have booked in Arunachal Pradesh.

Step-by-Step Guide to Apply Online (e-ILP)

Applying online is the easiest and fastest way. You can do it from the comfort of your home.

Step 1: Visit the Official Portal

Open your browser and visit the official website: www.arunachalilp.com. (Warning: Beware of duplicate or fake websites charging extra fees. Only use the government portal).

Step 2: Choose Your Application Category

On the homepage, select “Apply Online”. You will have two options:

  • Single ILP: If you are traveling alone.
  • Group ILP: If you are traveling with family or friends (up to 15 people can be added in a single group application, which saves time).

Step 3: Fill in Personal Details

Enter your name, date of birth, gender, occupation, mobile number, and permanent address as shown on your identity document.

Step 4: Choose Your Tourist Circuit

Arunachal Pradesh is divided into multiple tourist zones or circuits (e.g., Tezpur-Bhalukpong-Bomdila-Tawang, Itanagar-Ziro, Pasighat-Jenting-Yingkiong).

  • Select the gate you will enter from (e.g., Bhalukpong is the entry point for Tawang/Dirang).
  • Specify your date of entry and date of exit.
  • Note: Standard tourist ILPs are valid for 15 days, but you can extend them later if needed.

Step 5: Upload Documents

Upload your passport-size photo and your identity proof. Make sure the text on your ID card is clearly readable, otherwise your application will be rejected by the verifier.

Step 6: Pay the Fee Online

Once you submit the details, you will be redirected to the payment gateway.

  • Standard e-ILP Fee: ₹100 per person (takes 1–2 working days to process).
  • Instant e-ILP Fee: ₹400 per person (processed automatically within minutes).

Step 7: Download Your e-ILP

Once approved, you will receive an SMS and email notification. Log back into the portal with your application number to download your PDF permit. Take a printout of the ILP PDF and keep digital copies on your phone, as police officers at border check posts will scan the QR code on your permit.


Offline ILP Options (On Arrival)

If you forgot to apply online, you can get an offline ILP at select entry gates and transit hubs. However, this often involves long queues and waiting times.

Offline counters are available at:

  • Guwahati Airport / Guwahati Railway Station
  • Naharlagun Railway Station
  • Tezpur Airport
  • Arunachal House in New Delhi, Kolkata, Shillong, and Guwahati.
  • Offline ILP Fee: ₹200–₹300 per person.

Pro-Tips for a Smooth Entry in 2026

  • Apply 3 Days in Advance: Standard ₹100 online ILPs are processed manually by government officials during working hours. Apply at least 3–4 days before your trip to avoid last-minute stress.
  • Check Photo Specifications: Crop your passport photo properly. Applications with selfies, blur photos, or group crops get rejected instantly.
  • Keep Multiple Copies: Keep at least 2 printed copies of your ILP in your vehicle. Check-gates will ask for them.
  • Carry Physical IDs: Always carry the original ID card (Aadhaar/PAN) that you uploaded during the application process.
